All these peoples are known as Tenant farmers or agriculture labourers. This category people also required financial support by the government time to time to maintained their stable income.
For Those reasons, During the election campaign by the TVK Party, Mr. Vijay (New CM) make the promise to all these eligible people that if they successfully make their government in Tamil Nadu, then direct investment support will be provided to them every year. This amount must be 10,000 rupees given annually directly to all the eligible beneficiaries.

Objective of Scheme
This is very important agricultural welfare policy which is introduced by the New state government i.e. Tamilaga Vettri Kazhagam Political party of the Tamil Nadu state at the time of launching their manifesto. This scheme is specially made to provide the direct financial support and recanalization to all the tenant farmers and agriculture laborer of the TN state. The main motive to launch this scheme is to provide the economic relief and to provide them formal recognition as they don’t have any kind of land title in their name.
